Vessel Enrollment Certificates of Compliance
– we will issue "Vessel Enrollment
Certificates of Compliance" for your vessels
thereby evidencing that each vessel is enrolled in our
program for the year and is subject to our random
chemical testing program and in full compliance with
the OCIMF guidelines and the US Coast Guard’s random
drug testing regulations. The "Vessel
Enrollment Certificate of Compliance" which
evidences the name of the vessel, the vessel’s
ID number, and the date of enrollment MUST be
posted in a conspicuous area on the vessel. This is
extremely helpful particularly during US Coast Guard
reviews, audits and investigations.
Vessel Sticker – all vessels will receive a
waterproof and sun proof sticker that evidences your
company’s compliance with the chemical testing
regulations. This sticker evidences important 24 hour
contact numbers for post-accident testing,
legal advice and rehabilitation programs.
Vessel Random Selection Certificates of Compliance
– we will issue "Vessel Random Selection
Certificates of Compliance" which evidence
when the vessel was selected for testing, the port of
call and how many crewmembers provided samples under
the random chemical testing program.
Identification Cards – all officers and
crew-members will be issued "Drug Free Clearance
Cards" which evidence that they are enrolled in
the AMS program and when they were subject to chemical
testing.
Specimen Collection Supplies – we will supply
your company with DOT drug testing kits and DOT Chain-of-Custody Forms for
each employee participating in the program at no
additional charge. These supplies MUST
also be maintained on the vessel pursuant to US Coast
Guard regulation, 46 CFR Part 4, Section 4.06-20.
SAMHSA Accredited Laboratory Services: our
laboratory has been certified by the Substance Abuse
and Mental Health Services Agency ("SAMHSA").
Laboratories are not permitted to perform any DOT
and US Coast Guard drug testing services unless these
entities have been evaluated and accredited by SAMHSA.
Medical Review Officer Services ("MRO"):
the MRO is the medical physician/ toxicologist who
reviews and verifies drug test results. Our MRO is
certified by the American Association of Medical
Review Officers ("AAMRO") in the field of
medical review of DOT and US Coast Guard drug testing.
The DOT and the US Coast Guard will not permit
physicians to perform MRO functions in the maritime
industry unless they receive certification from AAMRO,
which is a nationally-recognized certification board
(49 CFR Part 40.121). Our MROs evaluate, interpret
and verify all positive and negative test results
before issuing the "Drug Free Clearance
Certificates" for each crewmember.
Specimen Collection Sites ("SCS"): We
have over 5 000 specimen collection facilities
throughout the US. Members can schedule appointments
for pre-employment, periodic and return to duty
testing at these facilities;
Specimen Collection Agents ("SCA"): when
vessels are randomly selected for testing, our SCAs
are available to conduct on site specimen collections
at our members’ facilities or onboard their vessels.
This service can be provided in all the major ports
throughout the US and aboard. Our SCAs have been
trained and certified pursuant to DOT regulation, 49
CFR Part 40, section 40.33.
Employee Assistance Program – we will provide
your company with an "EAP videotape
package" and drug and alcohol awareness
pamphlets for crew-members and supervisors on the
external manifestations of drug and alcohol abuse in
the maritime industry.
Specimen Collection Training Program – vessel
supervisors who are assigned drug and alcohol specimen
collection functions following a serious marine
incident, or in the reasonable suspicion scenario,
MUST be trained pursuant to certain DOT and US
Coast Guard procedures. We will provide specimen
collection training to all vessel supervisors who are
assigned to your vessels. Industry standard
certification will be issued to those vessel
supervisors who have successfully completed the
course, thereby evidencing compliance with these OCIMF
Guidelines and the DOT and US Coast Guard training
regulations.
Drug & Alcohol Policy – maritime entities
MUST have a written drug and alcohol testing
policy. This policy details the organization’s
position and expectations with regard to drug and
alcohol testing. At a minimum, the policy should cover
the following topics: that your company’s employees
are subject to drug and alcohol testing while on board
your vessels; that employees who test positive for
dangerous drugs will be immediately removed from
safety sensitive duties; and that your company has a
zero tolerance policy with regard to the possession of
alcohol and drugs on board the vessel. The policy
statement MUST be signed by the vessel owner and
posted in a conspicuous area onboard the vessel.

Toll-Free Administrative and Legal Support –
we have a "team" of administrators and
lawyers who are available to provide your company with
administrative and legal support, particularly during
US Coast Guard audits, investigations and
administrative proceedings following serious marine
incidents in US waters. This service is included in
the annual membership fee.

will provide your company with an analysis and
interpretative guidelines on US Coast Guard and
international maritime regulations via our monthly
e-bulletin at no additional charge. |
